I believe this is a gregory (Stegastes sp.) in nuptial coloration. It's very similar to photos I've seen of Dusky Gregories (Stegastes nigricans) in nuptial colors. Photo was taken in south Raja Ampat while snorkeling off the beach at Yilliet Kecil. The overall habitat was dead bleached staghorn corals in about 1.5 m of water. There were many Bluntsnout Gregories (Stegastes punctatus) present - so perhaps this is a nuptial male of that species? But I've been unable to locate any photos to confirm.
