@Randy, that makes sense! I initially discounted that as a possibility because I hadn't seen too many tan/yellowish blackspotted puffers online, but the more I search the more I'm finding ones that even have that sort of light striping across the face. Thank you!!
Without seeing the whole fish - it looks like a Blackspotted Puffer (Arothron nigropunctatus) to me (black lips, etc.)
