I checked with fishbase, and they were sure this was the Pygmy Filefish, so I follow their professional advice. Could you change this one to Pygmy Filefish?
I am not sure if this is the Pygmy filefish, because several (juvenile) filefish have these kind of skin tags according to my guide. Since it is so hard to identify it, I would like to check with other people if someone knows which fish this is.
Actually I don't think it is the Orange-spotted filefish, however looking again I think it could be the Pygmy filefish- Stephanolepis setifer, it looks like your fish has skin tags which this one has, check out the pictures on the internet and see what you think!
I was actually wondering if this wasn't a juvenile of the Orangespotted Filefish, it looks more like that one to me than a Slender Filefish. What do you think?
