    These look like kingfish to me. They are called different names in different locales - in NJ they're called kingfish, in NC they're called whiting or sea mullet. Also called roundhead. If the dorsal fin has a long hairlike filament extending from the first spine they're northern kingfish. If there is no filament, which appears to be the case, they're southern kingfish. They also travel in schools and are often found in very shallow water so a double header caught surf fishing would not be an unexpected.
