Yes it looks like a Regal parrotfish - but according to the International Union for Conservation of Nature website http://www.iucnredlist.org/ "Scarus dubius is endemic to the Hawaiian Islands. Reported occurrences outside of Hawaii are misidentifications (Froese and Pauly 2006)". Baffling, since the photo was taken at Embudu, Maldives. I suspect it may be an unusually red female Steephead parrotfish (Scarus strongylocephalus)
