the powder blue tang is the one on the left, of course :) the black/yellow one is probably a Yellow Tang, Zebrasoma flavescens. They are usually palin yellow, but I've seen a few with this 'discoloration'. I'm not sure whether its a juvenile phase or something else. The other species occasionally noted for a similar looking 'discoloration' is the Mimic Surgeonfish (Acanthurus pyroferus), but I don't think this is one.
