We first thought of Coris pictoides but the stripe on this one goes through the tail, although it is possible as a juvenile it doesn't!
The other thought was Coris julis because the juvenile is almost an exact match but again it is in the wrong place!

A juvenile Stethojulis interrupta looks like a pretty good match to me.
