I thought about these as well, but they look the wrong colour, to solid in colour and I have always seen them head down, although they could be on the run!
The photo's taken from above, so the fish aren't clearly seen. Are they really blue colour? Looks like some razorfish species. Centriscus (Aeoliscus) sp. maybe, but not sure.
