I agree the tail looks a bit strange. I have other photos where there seems to have the upper and lower lobes but they are still this look like this one.
The tripletail wrasse is the only thing I have seen with the two stripes at the base of the tail, so I guess that's what I'll call it.

Yes, it's quite possible, even though the tail is too small and narrow.
